Our Mission
Sean Flood is a highly experienced attorney and litigator whose experience has taken him around the globe as both a former Army JAG officer and civilian attorney.
At Fortis Military Defense, LLC, the mission is simple: provide the best possible representation to our servicemembers no matter the circumstances. When servicemembers face legal action, the consequences reach far beyond the board, investigation, or permanent record. Careers, reputations, and futures are at stake.

Experience and Background
Sean C. H. Flood, Esq. graduated from the College of the Holy Cross in Worcester, Massachusetts in 2005 with a double major in History and Political Science. He also ran for the track team for four years, and he served as the team captain his senior year. While at Holy Cross, he also served as a member of the student government’s judicial council.
Following college, Sean attended law school at the Drake University Law School in Des Moines, Iowa. While in law school, he served as an intern with the United States Attorney’s Office—Southern District of Iowa. In his third year of law school, Sean’s passion for criminal defense took root when he served as a student attorney and represented indigent accused from misdemeanors in Polk County, Iowa.
Sean graduated with honors from the Drake University Law School in May 2009. After successfully taking the Illinois bar, he served as Special Assistant Corporation Counsel at the City of Chicago Department of Law: Torts Division. Sean represented and defended the City of Chicago and its employees against lawsuits for negligence and intentional tort claims.
At the famous Richard J. Daley Center, Sean won his first trial.
Following the Basic Officer Leadership Course, he attended the Sabalauski Air Assault School at Fort Campbell, Kentucky and earned the Air Assault Badge.
Receiving his commission in October 2010, he successfully completed the Judge Advocate Officer Basic Course at the Judge Advocate General’s Legal Center and School in Charlottesville, Virginia in February 2011 and graduated from the Basic Officer Leadership Course at Fort Benning, Georgia.

Military Service Career
Following his successful turn at the Tax Center, his leadership then assigned Sean to work in the Administrative Law Section of the I Corps Office of the Staff Judge Advocate in June 2012. As an administrative law attorney, he served as a legal advisor to commanders within I Corps on investigations into senior leader misconduct, line of duty determinations, property loss, issues involving sexual harassment and equal opportunity violations, and death and suicide investigations.
In November 2014, Sean took an inter-post transfer to the newly reactivated 7th Infantry Division. There, he served as a trial counsel (prosecutor) for the 16th Combat Aviation Brigade—an aviation unit that consisted of over 3,000 Soldiers. A few months after he arrived, Sean deployed with the 16th Combat Aviation Brigade to Kandahar Air Base, Afghanistan as part of Operation Enduring Freedom in Spring of 2014.
In July 2015, Sean’s next assignment took him to Trial Defense Service, Fort Campbell Field Office at Fort Campbell, Kentucky as a trial defense attorney—where his passion for representing Soldiers through the military justice process thrived. Throughout his time at the Trial Defense Service, Sean engaged in extensive courtroom litigation including motions practice, voir dire, cross-examination, opening statements, and closing arguments.
Special Forces & Combat Experience
Sean advised on the Rules of Engagement, the Law of Armed Conflict, and other operational law issues including partner force operations, but also advised on complex fiscal law issues relating to the National Defense Authorization Act and the Counter-ISIS Train and Equip Fund. Sean deployed again to Northern Syria in 2019 and advised his commanders in their fight against the Islamic State and the destruction of its caliphate.
Throughout this time in garrison and abroad, Sean also served as the unit’s trial counsel at courts-martial and legal advisor for administrative investigations.
As of this date, Sean has more time serving in Syria than any other judge advocate.
Civilian Legal Practice
His practice area covered AR 15–6 investigation rebuttals, Sexual Harassment and Equal Opportunity investigation rebuttals, reprimand rebuttals, officer grade determination boards, discharge review boards, and boards of correction for military records. Sean also used his experience and understanding of sexual assault and sexual harassment to represent students and professors facing accusations in Title IX investigations.
In June 2025, Sean left Capovilla and Williams. He founded Fortis Military Defense LLC in August 2025, and he is more committed than ever to serve his clients with the best possible representation in their most difficult and challenging times.
